APILOGY (hereinafter referred to as "APILOGY" or "We") is an API Marketplace platform managed by PT Telekomunikasi Indonesia Tbk (hereinafter referred to as "TELKOM").
By using APILOGY, the User (hereinafter referred to as "You" or "User") is subject to applicable guidelines, rules, or provisions, which may be updated from time to time (including but not limited to the APILOGY Privacy Policy).
By registering and/or using the Site, You are deemed to have read, understood, and agreed to all contents of these Terms & Conditions. If You do not accept or agree to any part or all of these Terms & Conditions, then You may not use APILOGY.
1. Definitions
The terms contained in these Terms & Conditions shall be defined as follows:
an account registered by the User on APILOGY.
an interface providing a set of protocols, routines, and tools enabling two or more systems to communicate.
c. Personal Data: any true and factual information attached to and identifiable to each individual, directly or indirectly, whether based on one or a combination of them, through electronic or non-electronic systems. This includes but is not limited to a person's name, identity number, phone number, location, electronic system identity, and other information related to such individual.
all data, parameters, and configurations sent or received through the APIs available on APILOGY, including the output generated by the API.
information available on the User's profile page.
any input submitted by the User through APILOGY, including but not limited to text, commands, parameters, or other content used to call or process an API.
a party (individual, institution, or legal entity) that registers and/or subscribes APIs through official APILOGY channels, whether free or paid.
the website used by Developers to consume APIs.
all functions and features in the API Marketplace portal, consisting of the Developer Portal and Publisher Portal.
an individual or legal entity that has registered an Account and/or uses APILOGY, covering roles as Developer and Publisher.
a party (individual, institution, or legal entity) that creates, registers, and/or sells APIs through APILOGY, whether free or paid.
the website used by Publishers to manage API specifications, API documentation, API pricing, and API performance monitoring.
the official APILOGY pages consisting of the Developer Site (https://apilogy.id) and the Publisher Site (https://publisher.apilogy.id/).
2. Account Usage and User Conduct
Only Users with registered Accounts may use APILOGY Services.
To create an APILOGY Account, Users must provide true, clear, accurate, and complete information and Personal Data, at a minimum including:
1. Full Name;
2. Username;
3. Password;
4. Email;
5. Phone Number.
Users are responsible for maintaining the confidentiality and security of their Accounts, including ensuring that passwords are not accessed by third parties.
APILOGY Services are not intended for use by underage Users, i.e., anyone who has not reached the legal age of majority according to their jurisdiction. Use of APILOGY by underage Users is the sole responsibility of the parent/guardian. If a User provides statements, warranties, information, or Personal Data that is untrue, unclear, inaccurate, or incomplete, APILOGY reserves the right to reject the Account registration request and suspend or terminate some or all access to APILOGY Services granted to that User.
APILOGY has the right to treat all activities conducted through an APILOGY Account as activities carried out by the User.
Users are responsible for all losses and legal consequences arising from errors or negligence in maintaining the confidentiality of their password and Account.
Users must immediately notify APILOGY of any suspected or unauthorized use of their Account or password, or any other security breaches related to their Account, as soon as possible.
3. Special Provisions for Users
Special Provisions for Developers
In addition to being subject to the general Terms and Conditions, Developers must also comply with the following provisions:
API Usage
Use APIs only in accordance with the applicable license, subscription package, and/or terms listed in each description.
Do not engage in reverse engineering, hacking, or bypassing API security mechanisms.
Technical Limitations
Comply with quota limits (rate limits) and technical parameters set by the Publisher or APILOGY.
Do not send requests or prompts that are unlawful, infringe intellectual property rights, or violate APILOGY policies.
Data Responsibility
Developers are fully responsible for the data, prompts, or parameters submitted through the API.
Developers warrant that their use of APIs does not violate the privacy or rights of third parties.
APILOGY will not use data, prompts, or parameters inputted through the API as training data for AI models, unless written consent is obtained from the Developer or required by applicable law.
Legal Compliance
Comply with all applicable laws and regulations, including the Electronic Information and Transactions Law (ITE), the Personal Data Protection Law (PDP), and relevant sectoral regulations.
Do not use APIs to transmit, process, or store data that is unlawful, contains prohibited content, or involves sensitive personal data without valid consent and a clear legal basis.
Special Provisions for Publishers
In addition to being subject to the general Terms and Conditions, Publishers must also comply with the following provisions:
API Backend Quality and Security
Ensure the API backend is free from malware, harmful code, or security vulnerabilities.
Guarantee availability and reliability of the API backend so it can process API data transmitted through the APILOGY system.
Provide complete, accurate, and up-to-date API documentation in accordance with OpenAPI specifications.
Service Transparency
Clearly set out pricing, subscription packages, and SLAs in the Publisher Portal description.
Notify APILOGY and subscribing Developers of any service, pricing, or SLA changes.
Legal Compliance and Intellectual Property Rights
Ensure that APIs do not infringe intellectual property rights or violate applicable laws.
Comply with sectoral regulations relevant to the field of the published API.
License to APILOGY
Grant APILOGY a non-exclusive license to display, market, and distribute APIs through the platform.
Warrant that such licensing does not infringe third-party rights, including intellectual property rights, contracts, or existing licenses.
Permit APILOGY to conduct testing and quality assessments of APIs before or during availability on the platform.
Technical Support
Provide technical support to APILOGY and Developers in accordance with the published SLA.
All technical support requests must be submitted through the official helpdesk channel, which will then be forwarded to the Publisher's technical support team if related to APIs.
Support requests must be handled within a reasonable time frame in accordance with the SLA by providing necessary solutions or updates to maintain API performance.
4. Intellectual Property Rights (IPR)
Platform Ownership
All intellectual property rights related to APILOGY and its Services, including but not limited to names, logos, program code, interface designs, trademarks, technology, databases, documentation, business processes, business models, and system architecture, are the property of TELKOM and are protected by the applicable laws and regulations of the Republic of Indonesia.
These intellectual property rights include all modifications, updates, improvements, and derivatives of APILOGY developed by TELKOM or authorized parties.
Usage Restrictions
Users are not granted any rights, licenses, or permissions, except as expressly stated in these Terms and Conditions or a separate agreement. Specifically, Users are prohibited from:
Copying, distributing, modifying, reverse engineering, decompiling, or creating derivative works from APILOGY materials, source code, or elements.
Claiming ownership, registering intellectual property rights, or creating similar products that may cause confusion with APILOGY.
Using APILOGY's logo, trade name, brand, or visual identity without TELKOM's written consent.
Using data, assets, APIs, or source code provided by APILOGY for purposes other than those expressly authorized in writing by TELKOM.
API Ownership by Publishers
For APIs published by Publishers through APILOGY, intellectual property rights over the APIs, documentation, and source code remain the property of the Publisher, unless expressly transferred or licensed to TELKOM.
The Publisher grants TELKOM a non-exclusive license to display, market, and provide such APIs to Developers through APILOGY in accordance with applicable terms.
Ownership of Data & Outputs by Developers
Developers retain ownership of data, prompts, and outputs generated from APILOGY usage, except for certain APIs with different ownership arrangements specified in a separate agreement or license.
Developers grant TELKOM a limited license to process such Data and Outputs only as necessary to provide services, ensure system security, and comply with applicable legal obligations.
Third-Party Licenses
If APILOGY or the APIs available within it use third-party components or libraries, their use is subject to the applicable third-party licenses, which will be communicated to Users as required by law.
Users are responsible for ensuring that use of APIs containing third-party components complies with the terms of such licenses, including attribution obligations, commercialization restrictions, or redistribution limitations.
IPR Enforcement
If a User becomes aware of or suspects an infringement of intellectual property rights related to APILOGY or the APIs available therein, the User must immediately report it through TELKOM's official channels.
TELKOM reserves the right to investigate and take legal action, including service termination, access blocking, and/or claims for damages, against parties proven to have infringed intellectual property rights.
5. Management of Prompt Data & API Data
Data Ownership
Prompt Data and API Data remain the property of the User who submits them, except for certain APIs that are explicitly regulated otherwise under a separate agreement or license.
TELKOM does not claim ownership over Prompt Data and API Data. However, Users grant TELKOM a limited license to process such data solely for the purposes of service provision, security enhancement, compliance with legal obligations, and technical support.
Use for Model Training
Unless otherwise stipulated in a written agreement, TELKOM will not use Prompt Data and API Data for training, improving, or developing artificial intelligence models (AI model training).
If data use for training purposes is required, TELKOM will obtain explicit and separate consent from the User.
Data Retention and Deletion
APILOGY applies a Zero Data Retention (ZDR) policy for Prompt Data and the request payload body in API Data. Such data is processed only temporarily (transient processing) and is not permanently stored. Exceptions apply to request header metadata required for Developer Portal, Publisher Portal, and/or legal compliance purposes.
Request header metadata in API Data is stored for a maximum of 1 year, except for metadata used for authentication and system security, which is subject to specific security policies.
In the case of legal obligations, internal audits, or dispute resolution, metadata may be retained longer as required by law, for up to 5 (five) years or as mandated by competent authorities.
After the retention period ends, metadata will be deleted or anonymized so that it no longer contains personal identifiers.
Content Restrictions
Users are prohibited from submitting Prompt Data or API Data that contains illegal content, misleading information, infringes intellectual property rights, violates third-party privacy rights, or may harm the system.
TELKOM reserves the right to block or delete data that violates these provisions and suspend User access if violations are repeated or pose serious risks.
User Responsibilities
Users are fully responsible for the content of Prompt Data and API Data they submit, including ensuring compliance with applicable laws, not violating third-party rights, and adhering to the Privacy Policy.
6. Payment Methods
Developer's Payment Obligations
You agree to pay all paid Services as determined by APILOGY. Fees listed on the service portal already include VAT or are subject to applicable regulations in Indonesia.
API Payment Mechanism
Payments may be made on a prepaid or postpaid basis, according to the API subscription model chosen by the Developer.
Prepaid payments are made through available methods, namely bank virtual accounts partnered with APILOGY.
Postpaid payments are made through the payment methods provided in TELKOM's official invoice/billing.
API access will be granted once payment is verified by the APILOGY system. For postpaid models, Developers must settle invoices according to the due date stated in the invoice.
Revenue Sharing for Publishers
Publishers will receive revenue sharing from API sales or subscriptions based on the percentage or profit-sharing scheme agreed upon in a separate cooperation agreement or contract.
Payments to Publishers will be made periodically (e.g., monthly) to the registered bank account through TELKOM's official payment mechanism, after deduction of platform fees, taxes, and administrative charges (if any).
APILOGY reserves the right to withhold payments to Publishers in cases of suspected violation of the Terms and Conditions, disputes related to published APIs, or delayed settlement of invoices (for postpaid models).
APILOGY reserves the right to change Service fees and will notify Users through official channels (email, dashboard, or portal announcements) at least 30 (thirty) calendar days before changes take effect.
Refund Policy
Refunds are only available in cases of technical errors or service failures proven to originate from the APILOGY system, resulting in Developers being unable to access APIs according to their subscription.
Refund requests must be submitted in writing by Users no later than 7 (seven) calendar days from the incident, accompanied by proof of transaction and sufficient explanation.
Refunds will be processed within a maximum of 14 (fourteen) business days from approval, and funds will be returned to the Developer's portal balance or the same bank account/payment method used in the transaction.
Refunds are not applicable if services are unused by Users due to reasons beyond APILOGY's control or in cases of violations of these Terms and Conditions.
7. Prohibitions and Limitations of Liability
a. Prohibited Use
Users are prohibited from using APILOGY for purposes that violate laws, ethics, and/or applicable regulations, including but not limited to:
- 1) Accessing, processing, storing, or disclosing information and/or data within the APILOGY system without authorization or beyond their authority;
- 2) Taking actions that damage, disrupt, or endanger APILOGY's electronic systems, including but not limited to hacking, phishing, scanning, scraping, or using automated tools to access data;
- 3) Uploading illegal content or content containing viruses, malware, or other harmful software;
- 4) Using APILOGY for commercial purposes without TELKOM's written consent;
- 5) Redistributing information from APILOGY to third parties without TELKOM's written consent;
- 6) Using data obtained from APILOGY to build or train Artificial Intelligence models or Large Language Models (LLMs) without TELKOM's written approval.
b. Consequences of Violations
- 1) Suspension or termination of User accounts and access to APILOGY Services;
- 2) Termination of agreements or cooperation contracts;
- 3) Claims for damages, whether civil or criminal, in accordance with applicable laws and regulations, including but not limited to Law No. 27 of 2022 on Personal Data Protection, the Electronic Information and Transactions Law, and their implementing regulations.
c. TELKOM's Limitation of Liability
- 1) TELKOM is not responsible for the use of data or information conducted outside the APILOGY system or without following official mechanisms.
- 2) TELKOM is not responsible for any losses arising from User actions that violate system security or applicable laws.
8. TELKOM's Warranties and General Limitation of Liability
APILOGY is provided by TELKOM to Users on an "AS IS" and "AS AVAILABLE" basis, without any warranty of any kind, whether express or implied, including but not limited to warranties of fitness for a particular purpose, non-infringement, or uninterrupted availability.
a. To the extent permitted by applicable law, TELKOM, its affiliates, directors, employees, and strategic partners shall not be liable for any direct, indirect, incidental, special, or consequential losses, including but not limited to:
- 1) Loss of data, revenue, reputation, or profit;
- 2) Service disruptions, access delays, system errors, or inability to use APILOGY;
- 3) Security breaches conducted by third parties;
- 4) Hacking, viruses, or harmful software;
- 5) Damage to User devices resulting from the use of services;
- 6) Force majeure events as regulated herein.
b. This limitation of liability is not intended to eliminate or reduce Users' legal rights as consumers under the laws of the Republic of Indonesia, including but not limited to:
- 1) Law No. 8 of 1999 on Consumer Protection, and
- 2) Law No. 27 of 2022 on Personal Data Protection, along with their implementing regulations.
c. If TELKOM is legally required to provide compensation, the maximum amount of compensation shall be limited to the total service fees paid by the User to TELKOM during the last three (3) months preceding the claim.
9. Feedback and Suggestions
a. Users may submit questions, complaints, and/or suggestions related to the use of APILOGY services through the following official channels:

b. Every complaint received will be verified based on the User data registered in the APILOGY system. APILOGY reserves the right to reject complaints if the data is inaccurate or cannot be verified.
c. Once verification is successful, APILOGY will issue a complaint ticket/report number to the User as a reference for tracking the follow-up process.
d. The investigation process for complaints will be carried out within a maximum of 72 hours from the time a complete complaint is received. Users will be notified of the results of the follow-up via email or another agreed communication channel.
e. For complex complaints or those requiring third-party coordination, APILOGY may extend the handling time with prior written notice to the User.
10. Force Majeure
a. APILOGY and TELKOM shall not be held liable for delays, disruptions, or failures in providing APILOGY services if such events are caused by circumstances beyond reasonable control (Force Majeure).
b. Events that may be categorized as Force Majeure include, but are not limited to natural disasters (earthquakes, floods, fires), riots, sabotage, or general strikes, epidemics/pandemics, national system disruptions, changes in government policy, social unrest, large-scale network failures, and other events that are reasonably unforeseeable or uncontrollable.
c. In the event of Force Majeure, APILOGY reserves the right to:
- 1) Temporarily suspend part or all of the services;
- 2) Refrain from performing part of its obligations without incurring sanctions or compensation;
- 3) Notify Users within a maximum of 3 x 24 hours from the time the event is known, through the official website, official email, or other communication channels.
11. Dispute Resolution
a. The Parties agree to resolve any disputes arising from the implementation of this Subscription Contract through mutual deliberation and consensus.
b. If deliberation and consensus cannot be reached within 30 (thirty) calendar days, or within another period as mutually agreed by the Parties from the date the dispute arises, the Parties agree that such dispute shall be referred to BANI (Indonesian National Arbitration Board) located in Jakarta.
c. The decision of BANI shall be final and binding, and therefore cannot be appealed to a higher level of judgment.
12. Governing Law
a. These Terms and Conditions, as well as all legal relationships between Users and APILOGY, shall be governed by and construed in accordance with the laws applicable within the jurisdiction of the Republic of Indonesia.
b. Matters not specifically regulated in these Terms and Conditions shall refer to the provisions of civil law and other applicable laws in Indonesia, including but not limited to:
- 1. The Indonesian Civil Code (KUHPerdata), particularly Book III on Obligations;
- 2. Law No. 27 of 2022 on Personal Data Protection;
- 3. Law No. 8 of 1999 on Consumer Protection;
- 4. Law No. 11 of 2008 on Electronic Information and Transactions (ITE), as amended.
c. Legal Consequences
Users understand that any violation of these provisions may result in legal consequences in accordance with the applicable laws and regulations.
13. Closing Provisions
These Terms and Conditions shall become effective on October 1, 2025.
TELKOM reserves the right, at its sole discretion, to make changes, updates, or adjustments to the contents of these Terms and Conditions from time to time.
Any changes, updates, or adjustments will be announced through APILOGY's official website and/or other official communication channels, and will take effect from the date of announcement, unless otherwise specified.
By continuing to access or use APILOGY Services after such changes, Users are deemed to have read, understood, and agreed to the updated Terms and Conditions.
These Terms and Conditions constitute the entire binding agreement between TELKOM and the User regarding the use of APILOGY, unless a separate written agreement explicitly states otherwise to override part or all of the provisions in this document.
